Fair and Responsible Banking practices encompass all aspects of OnPoint Community Credit Union (“OnPoint”) operations, including establishing memberships, offering, and extending deposit and loan products and services, marketing and communications, account servicing, and collection practices.
This position will assist the VP/Chief Compliance Officer by leading OnPoint’s efforts as they relate to Fair and Responsible Banking, encompassing fair lending, equal access to financial services, and avoiding discriminatory practices. This individual will lead the maturity of our fair lending data analysis and research of Fair and Responsible Banking issues, which may include deposit and lending-related compliance. The individual will possess an expert level understanding of the Fair Housing Act (“FHA”), the Equal Credit Opportunity Act (“ECOA”), the Home Mortgage Disclosure Act (“HMDA”), and Unfair, Deceptive or Abusive Acts and Practices (“UDAAP”) requirements.
ESSENTIAL FUNCTIONS:
Supports the VP/Chief Compliance Officer in the ongoing development of compliance policies and programs, ensure adherence to regulatory agency directives, memoranda, interpretive rulings, laws, and regulations impacting OnPoint. Maintains current knowledge of all applicable federal and state laws and regulations, along with OnPoint’s policies and procedures.
Leads, supports, motivates, and provides coaching and development opportunities appropriate to the Compliance team needs, as related to Fair and Responsible Banking.
Supports individual and team growth through focused and consistent coaching to further develop regulatory acumen, technical expertise, and internal customer service.
Creates fair lending reports, which shall include including critical analysis and actionable tasks, for management and the Board of Directors review.
Supervises the complaints team and processes to identify root causes for potential regulatory compliance risks and weaknesses in policies, procedures, and practices.
Stays current on industry standards, trends, and proposed and actual changes relating to relevant Fair and Responsible Banking topics compliance.
Drafts and updates the Fair and Responsible Banking risk assessment(s).
In collaboration with the Monitoring and Testing Manager, oversee Fair and Responsible Banking related monitoring and testing.
Collaborate with Compliance team members and other departments for the collection and analysis of HMDA data and required regulatory filings, ensuring all information is accurate and reported in a timely manner.
Analyzes new products, services, and third-party relationships for Fair and Responsible Banking practices.
Supports OnPoint’s audit and examination processes.
Partners to review marketing messages and materials for compliance, including Fair Lending and UDAAP, and suggests edits as needed.
Performs other tasks as the VP/Chief Compliance Officer assigns.
KNOWLEDGE, SKILLS & COMPETENCIES:
Thorough knowledge of Fair and Responsible Banking laws and regulations, such as FHA, ECOA, HMDA, and UDAAP.
Excellent oral and written communication skills are necessary to effectively communicate complex legal and regulatory issues to all levels of the organization. The ability to provide clear and concise professional written documentation and recommendations in response to compliance research requests is necessary for the role.
Proven leadership skills, the ability to influence key decision-makers, collaborate across business lines, and lead other compliance department professionals.
Strong analytical and critical thinking skills.
Demonstrated strong organizational skills, with the ability to prioritize and coordinate various assignments simultaneously.
Ability to identify tasks and create and manage a project plan in coordination with other departments.
Ability to collaborate effectively with various teams, exhibiting strong interpersonal skills.
Ability to identify potential compliance vulnerabilities, risks, and make appropriate recommendations.
Strong knowledge and proficiency with Microsoft Office Suite, specifically Excel and Word.
MINIMUM QUALIFICATIONS:
7-10+ years of relevant Fair Lending, UDAAP, or other relevant experience, including risk assessment, testing, analysis, and reporting.
3-5 years of leadership or management experience in a compliance environment.
Bachelor’s degree in finance, business, or related field preferred.
Bilingual (Spanish) (oral and business writing) skills preferred.
Certified Regulatory Compliance Manager (CRCM) certification, Credit Union Compliance Expert (CUCE) designation, or NAFCU Certified Compliance Officer (NCCO) designation preferred.
